RPS UXO Case Study, Libya - Al Aughelia

RPS Explosives Engineering Services (EES) was awarded the contract by Shell Exploration & Production Libya (SEPL) to provide Explosive Remnants of War (ERW) QA\QC services and ERW technical support to their 3D Oil & Gas Exploration Project within the Sirte Basin in Libya. The award was in accordance with the MSA between Shell and RPS Energy. The project commenced in October 2008 and was completed in December 2009.

RPS EES ensured that all ERW clearance activities were conducted in accordance with International Mine Action Standards (IMAS) and a total of 3129 km˛ of land was declared fit for purpose without any ERW related incidents. Approximately 1100 contractors/SEPL staff was involved on the project, all of which were incorporated into the Mine Risk Education (MRE) programme totalling 182 lessons over a 14 month period. RPS EES not only monitored this training but; designed and implemented the programme to ensure the training met with IMAS.

For the duration of the project, the RPS EES worked closely with the Libyan Civil Defence Force (CDF) and instigated the destruction or removal of no fewer than 3549 items of unexploded ordnance. A series of planned demolitions took place with RPS EES acting within its role as the client representative, ensuring the safety of SEPL and its contracted staff.

The project revealed two main areas containing individual minefields which consisted of buried AT mines of German and French origin. Both areas were subject to Level 2 (technical) surveys in order to reduce the area of threat with the exception of two minefields that were subject to full clearance activity. All the danger areas were marked in accordance to IMAS which included the clearance and construction of 33 safe lanes in order to gain access through the minefields. An estimated 90km of perimeter and safe lane marking was laid in order to achieve this.
